Not sure how relevant this is in terms of Outerra terrain data as we know Blue Marble will be used. However I came across this:

however I don't understand how/why this company, who is working as a contractor for the US DoD, can let this kind of doc full public on the web  ???
it's quite sensitive and I wonder why it's not classified... anyway it's their problem

Sensitive? How, it simply lists some functions of a piece of GIS software- The functions I saw (from a skim read) are all present in most GIS programs so hardly new or restricted :)

Maybe, I have to read more; I also just had a quick look,
 however as long as I see, this company is mainly working in R&D for the MIL and I wonder if usual GIS soft are able to calculate such complex scenarios.
