Title: Need a "MOUSE FREE" Toggle Key

Just for interacting with on screen dialogs without hitting escape and pausing simulation. If I want to zoom out the embeded google maps I have to hit escape to do so. I'd also like to be able to adjust atmospheric settings while a plane or vehicle are active and running. Probably just a check box in the top bar menu that asks if you want to pause simulation when that bar is active.

We can add a checkbox to pause/not pause when in the sandbox. Then Esc will work as the toggle. Shift+Esc the inverse.
