That's a crash inside the atio6axx.dll AMD OpenGL graphics drivers. One can only try updating the drivers, sometimes reverting them to an earlier version helps, and/or reporting to AMD ...

Hi, I have this error on startup and I´m on Windows 11: "exception: OpenGL error: failed to link shader program." I tried installing it on my Windows 10 laptop and it worked (except it had 2FPS). What should I do?

Do you use a AMD graphics card ?

Its a known problem of outerra with latest AMD graphics card drivers. You should downgrade to older drivers. catalyst 22.6 or lower work, 22.7 doesn't.
