Title: Treelimit based on location

Tree limits/lines are very variating in the world, so what about having different treelimits based on location? That would make outerra much more realistic without having to "tune" the upper tree limit once you are in a different part of the world.

Current tree/snow line is just a temporary thing, an approximation before a real climate model is used.
