In Targetware we had an automatic LOD that reduced the number of poly's used in an object as you go further away from it...
I don't know if this has been considered here.

Universal isn't usually optimal, this is best left to artists and modeling programs which can do a better job. Also, mesh size isn't such a problem - the number of draw calls is a bigger issue, so the LODs should remove small objects, bake stuff to textures instead etc.
