how I can see fps while using outerra?

You can see it in the menu, or by turning on debug mode and pressing Ctrl+F12

if you use the menu simulation is stopped!

Shift+ESC to open the Sandbox menu without stopping the simulation.

You can set this in Controls >> Controllers >> Other, then check/un-check "Stop the simulation in sandbox mode".
