How does Outerra scale with more CPU cores.. or GPU's running in SLI/duel ect.. ?

Being a modern, asynchronous rendering engine heavily using advanced GPU techniques, it doesn't utilize CPU that much, leaving it for systems simulation and other purposes. In fact we had to move some our algorithms back to CPU to reduce the load on GPU, while the CPU was rather bored.
As for GPU scaling, I don't see many possible problems with SLI configurations, but it will have to be tuned.
