Animation wheel tank

Hello. I build a tank for Outerra and had such a problem. How do I make the animation wheel, but what would they turn? After all, the tank does not turn the wheel when cornering. That is my problem. Ask for help from knowledgeable, preferably with code and explanations. Thank you.
