Greetings RamboVital, and welcome !
For some reason my planet gets completely covered in clouds when I back out making the planet white for awhile or/and or no clouds at all completely clear. Is there a way to fix that? I would like it to look as real as possible.
There might be several reasons, but it might be weather related. The weather in Outerra is global right now and clouds are only visible at a limited altitude. I suspect what you are seeing is just the effect of rain, from space it can looks like the world is entirely hazy (no clouds+scattering from rain). Fog has the same attributes. Go to the environment tab in the menu (Esc, env), here you will find a weather tab. You can remove the dynamic weather and adjust the parameters as you want. Fog tab is next to it if you want to test it (ATM, several rendering issues, especially with rivers).
1) I am having a problem finding the settings for the trees. They are all currently 2D. Can some on tell me where I might find the tree settings so I can make them 3D, I got a powerful rig and would like to see what this engine can really do.
There are no 3D trees right now in Outerra, probably one of the most awaited features by many
The main reason is the specific nature of the engine, with that draw distance you can't use conventional methods for such complex models. It's not entirely clear yet when and how these 3D trees will be implemented but Outerra won't have just billboards trees forever. The developers don't usually go for half-assed solutions, they release components of the engine when they are robust enough to handle the variety of the scenarios in a full scale world with reasonable performances.
Here is a thread about an experiment they made, a while ago:

Yep, here you go:
