I contacted him a few months ago regarding some various projects I'm working on, and he's a really nice fellow who generally responds within a few days to your messages.
His music packs are available free for download on his website (link in his channel), and as stated above, so long as you ONLY use them on YouTube, they are royalty free. If you use them for any commercial project, or outside of YouTube, he and his lawyers will be watching

He has some pretty great stuff on his YouTube channel. Some are "epic" soundtracks that sound straight out of a movie set, and he releases new ones quite frequently, so if you're interested in soundtracks that won't get zapped by YouTube's licensing restrictions, I highly recommend his channel.
