Water level height?

Hey everyone I had a search around and I've seen it's possible to raise the water level but I can't figure out how?


In the image below you can see my cities river which is connected to the ocean is pretty dry!

If the water level was raised at least another 10-15m I think it would fill it pretty good.

In the world.cfg is an option to change it.

I tried it, hasn't changed it though so I tried another value to make sure

"sea-level = 1000.0,"

Is the same as 0.0 which was default

What am I doing wrong?

Um, for some reason there are two sea-level variables, the first one is obsolete.
