Is there a way to scale an object inside outerra after its placed?

No it has to be scaled in 3d modeler software.

Would be an awesome feature though ya have to admit, in game object scaling.

Probably wind up with a lot of out of scale stuff as people eyeballed things to what they thought were correct proportions.

It would need a floating X Y Z box that showed dimensions as you scaled.
