it just comes down to nothing is working :c its weird because i have ALOT of games and ALOT of heavy graphic programs and NOT one freezes my pc except Outerra on Login screen and sometimes in outerra when it seemed to work

Maybe a registry cleaning?
I use CCleaner daily, and even cleaning the registry, sometimes Windows become very unstable after a long time of use. Of course that depends on how you use it too.

The interesting thing about that article is that yet another article by them lower on the same page....... recommends registry cleaning!

thats talking directly about whole windows itself and Reinstalling it not about Registry.

One idea, try running outerra.exe from command line with -allowext argument. It will stop blocking other programs from tampering with the display capture chain. Just an idea, that maybe some of these programs don't like it ...

Also try unplugging any usb devices that you do not need (joysticks and such).
