Generating Roads / Objects

Hi All,
Just a quick question, is it possible to access the file which stores the road and object placement data?
For use example, to create a tool which placed roads using data from another source. I've done some hunting but been unable to find a readable file.

Road and object data are stored in binary files in structure suitable for GPU access. They are generated by our import tools, but these aren't stable and weren't released yet (also a bit complex to use).
