error in water

Is this happening ever after you restart the engine? Everywhere or in a single location?

this rare effect occurs everywhere on the ground, in the water and on land. in the water the effect is more exaggerated.
I did something and I do not know what I will have broken.

I think I'll reinstall outerra, since I do not know what happened. I wonder what could have happened for the objects to react in that way in the mesh.
