how to reduce outerra load on CPU for laptop ?

My laptop (CPU core i7 8565  , GPU nvidia geforce GTX 1050...see below for more details) has some overheating problems in running outerra even at very low settings. The CPU temperature often rises close to 95 deg C which is dangerously close to the max allowed temperature for this CPU. Which setting in menu or in cfg can I tune down to reduce CPU load most effectively...I don't care about visuals as I just need to run outerra to develop my mods. Reducing screensize, and bringing to low or "disabled" nearly all settings in menu and even reducing framerate didn't solve the problem. I still have the same high CPU temperature. Are there some more "deep" settings I could change ?

The heat spike typically occurs typically when outerra starts
By googling found it seems a general problem of this (kaby lake) processor..but as it occurs only when launching applications putting high stress on CPU it would be nice If there were some way to dial down the CPU load drastically..at least for testing purposes ...of course at the expense of something

Waiting for vertical sync gives the CPU some rest. On launch there's usually too much CPU time used and little GPU time used, so this may not help as much ...

Thanks: has had a beneficial effect ...a little improvement also on launch.
