adjust effect of wind on trees movement ?

is it possible to change the amount of "jitter" of trees related to windspeed in some cfg setting ? Similarly for grass movement. Is it actually related to windspeed ? When I set myself the windspeed
programatically (for instance weather.wind_speed=20; $environment.set_weather_params(weather); ) especially grass movement does not seem to be related to the set windspeed.

I think I found the reason for the sometimes exaggerated tree movement...it occurs only when the rate of weather change is high...so in my weather generator I found I need keep this rate low.
