Doubt Outerra is being actively worked on nowadays. Every now and then you'll see some fixes here and there, but that's about it. Might be wrong, but that's the impression that I get.

Ok, so after a visit to a frenchy forum, i think i know why Kameni didn't post any news or updates since a long time, he was busy with the first OT Public Game..at least the OT integration into it:
