I found this post on Heroes of the Storm forums. He has a similar GPU (Fury X), and the artefacting is slightly different, but still similar.

I have tried to run Outerra demo before and got nowhere at all...Thought i would have another go as the software had been updated from the version i tried initially...This time it seemed to get a lot further with the installation...i was excited!!
but i got an error about shaders?.... Including eng.log in the hope that there may be a solution.but suspect my laptops graphics are not up to the task.

Have you tried to update graphics drivers?

Outerra was working OK  for me  – upgraded card to Nvidia 1080  - drivers up to date, working nicely but often wouldn't close properly ( had to use task manager). Decided to reinstall Outerra – Bad move . Now won’t start and tells me it can’t find driver version number.  What can I do?

When you reinstalled, did you also delete your config files? Especially eng.cfg and world.cfg, let them restore from defaults. They can be found in your data directory specified during installation.

Yes I did delete them ( with about a dozen other files)  because the uninstall command left them in - but I have a copy. I am not quite sure what you mean by 'let them restore from defaults'. Do I just put them in the data folders in users/ outerra ?

No, I meant if you delete them, they get re-created from defaults.

I think you should do a clean reinstall of graphics drivers. It sometimes happens that they get into a bad state, perhaps some components not deleted, though it usually happened more often with AMD than Nvidia. Anyway, Nvidia drivers have a clean install checkbox there somewhere.

Hello, I am getting the "exception: OpenGL: shader compilation ... " error and I have tried installing the newest nvidia graphics drivers and that wont allow me to even do that.

Is there something that can be changes in the eng.cfg file? Here is my eng.log attached. Lots of warnings and not sure what I can do to correct these.

You need newer graphics drivers, which may be problematic on older hardware ...

A clean re install of my Nvidia Graphics drivers has done the trick - thanks Cameni, I always updated them but I guess changing the card was the killer.

Hi, so I'm not really good with computers or anything but I've done research about my graphics card and well, I've found nothing, so I'm kinda stuck because I know my graphics card is up to date and I really wanna play this game really bad. xD my graphics are here Intel(R) UHD Graphics 620 I just want to know if outerra should be able to run on my pc.
Also for extra info, the error says "this program requires OpenGL 3.3 capable graphics card with recent drivers.

Intel drivers usually crash because of some bugs and incomplete functionality in them, but if you are getting the error it looks as if they weren't even installed properly. You may want to check eng.log to see what drivers it detects.

However, it likely won't work on Intel graphics anyway ...
