Terrain data still loading after downloading the 12GB dataset

Although Outerra does not load when I span the globe it does when I load up Outerra. Is this normal? I thought it would only download if it needs to cache the terrain data. I am only flying around in one region at the moment to test and it still downloads briefly upon startup. Any ideas or reasons for this?

The brief download upon startup is just a check if there are updated terrain data on the server. It actually doesn't download the descriptor files if they are current.
