Put it  into your Desktop "Computername" Folder. In the Demo open the "British Virgin Islands (pico)" Location.

In your data folder (by default {home}\outerra) is the cache folder where all roads and building placements are stored. Just copy the content of Pico's cache in there.

Done, but when I open British Virgin Islands (pico) I didnt see any city or airports ...

...simply unzip into your Computername Folder. Must work.
