I have explained myself wrong .. for me they do not work for me.

turret spotlights
I mark the lights in yellow that do not work for me.

Floodlight (tower lights) work for me. Remember you need to spawn these (they are still "vehicles") and you can control the light intensity and which bulbs are on while you have entered them.
L to switch on/off bulbs pointing in x direction, H to switch on/off bulbs pointing in y direction, J to increase intensity, K to decrease intensity.
Can you check ? For the other lights I am going to check.

I have repaired the flashing lights. you can redownload them from the original release post   https://forum.outerra.com/index.php?topic=4173.msg46059#msg46059 . please let me know if you're able to download.
Again: they're vehicles and you can set their properties only while you have entered them: K to increase blink speed, J to decrease blinkspeed, P to increase intensity, O to decrease intensity, L to switch on/off

The problem was that I had placed the differently coloured versions all in one folder, which somehow created confusion. Now each color has its own package folder with its own name. This means that if you had placed these flashing lights and rotating beacons in your sceneries they will no longer be found as they have now a different package name. .so you need to place them again in your sceneries.

I know what you mean: you'd like to spawn a row of blinking lights all at once, and be able to select some blink pattern...right ?
(for runways) . I have not made any mod like this..it might be possible though like this: lets call it multiblinklights. Spawning a "multiblinklight" could spawn a series of single blinklights with time shifted blinks so that the effect is the desired "Moving light/ running light" effect. Once spawned you could then pick the individual lights and place them at the desired points in the editor if you are not satisfied with the default spacing of the spawned lights.
Default spacing could be for instance 10 or 20 m between lights along a line. How many lights in a row ?
if you also want that they are permanent I need to think about it more...but a nonpermanent one should be feasable

I also like that idea that you propose, it is very interesting, but I do not want to steal a lot of time, it is enough for me that the lights are always there with flashing lights once they are placed.
I do not mind placing them one by one ,, what I want is that once they are placed, they are always there ,, with flashing lights ,, at night as during day, it does not matter ,, what I want to save is .... that each every time I leave outerra and re-enter the lights have not disappeared ... and they are there forever.
that's the idea..

I imagined that this was what you want...this is much harder...I don't know how to do that at the moment. If I can think how to do that certainly I will try. keep fingers crossed...maybe using the script logic of my Cow...so if I can create a "multi-cow" (spawn a cow herd) I also can create a "permanent multi-blinklight" ...so  I will start with experimenting with cow herd first  =D

Actually I found that its better to start with modding by massive streetlights.
For now they flash when observer is near (< 300m) . I need to solve the flashing when observer is farther away.
Also no syncronization so far between lights. I think syncronization will be next to impossible...maybe its acceptable anyway..it just serves to draw the attention of the pilot...no need for perfect sync I think.
Also you can place a single flashing light ..that will be permanent as well. So you can use them for whatever purpose..not just runways
